ARLINGTON, Texas - Win big, win small; win pretty, win ugly. Tony Romo learned a long time ago that victories are the only thing that matter in the NFL.
So on a day when he was sloppier than he'd been in months, and when his defense was giving up plenty of long drives but only one touchdown, Romo had one chance to make it pay off ? and he did. He and DeMarco Murray led an efficient final drive, setting up rookie Dan Bailey for a 28-yard field goal as time expired to give the Dallas Cowboys a 20-19 victory over the Miami Dolphins on Thursday.
Dallas (7-4) won its fourth straight, and fourth this season decided by a kick by Bailey in the final two minutes or in overtime.
Heck, it was the second time in five days that he ended a game with a winning field goal.
"We're just finding ways to win," said Romo, who offset a pair of interceptions with a pair of touchdown passes.
That plucky formula will send the Cowboys into December leading the NFC East. They're a half-game ahead of the New York Giants, pending their game at New Orleans on Monday night. If New York wins, the clubs would be tied; a Saints win would keep Dallas on top alone."There is no favorite," Cowboys cornerback Terence Newman said. "I'll tell you what happens at the end of the season. We just have to keep on plugging and get some wins."
The Dolphins (3-8) had four drives that got within 10 yards of the end zone, yet settled for field goals every time. Their only touchdown came on a 35-yard pass from Matt Moore to Brandon Marshall.
However, Miami still nearly pulled it out. In the second half, the Dolphins scored on all but their final drive, and that was all it took to end a three-game winning streak.
"When you come into somebody else's place, those (deep drives) have got to be touchdowns," Miami coach Tony Sparano said. "They've been touchdowns the last few weeks and that's why you win."
Eighteen years after these teams played another Thanksgiving game decided on a last-second field goal ? one best remembered for Leon Lett's gaffe on snow and ice ? conditions were so balmy that the glass end-zone doors at Cowboys Stadium were opened for the first time all season.
Maybe that's what caused both teams to play so sloppy for so long. TV viewers, especially anyone fresh off a huge holiday meal, might've dozed off watching the first half.
But things got plenty interesting after halftime. Moore led Miami on three straight scoring drives of at least 70 yards, the last putting the Dolphins up 19-17 with 7:14 left.
Dallas punted on its ensuing drive, then Moore was finally stopped, too. Miami punted and Dez Bryant made a rare appearance as a returner, taking it 20 yards.
Romo took over at the Cowboys 36-yard line with 2:59 left. Jason Witten went into the huddle and told teammates, "'We need this W, whatever it takes. No penalties. We've got to get it there,'" left guard Montrae Holland said.
Witten caught consecutive passes to put Dallas at the outer edge of Bailey's range. Then it was up to Murray to drive the ball closer.
With blood streaked across the white numbers on his blue jersey, Murray churned out 27 yards on the next five carries. His constant gains ? between 3 and 9 yards, including one where he went down rather than stretch for more and risk going out of bounds ? took the clock from 2:41 to :17. After a kneel-down to waste more time and center the ball between the hash marks, Bailey split the uprights."That's what they are paying me to do, I guess ? to go out there and make kicks," said Bailey, who has made 26 in a row, one shy of the club record.
Romo ended a streak of 128 straight passes without an interception, but he completed 22 of 34 for 226 yards. Many of those came while scrambling and some while also being hit or grabbed. He was patient waiting for a 5-yard touchdown pass to Laurent Robinson to develop, and the pair were in sync on an 18-yarder made with Romo moving to his left.
"He just kind of kept hanging in there," Garrett said. "I thought he moved in the pocket really well. In critical situations, he ... allowed us to make plays."
Murray ran 22 times for 87 yards, and caught four passes for 41 yards. Robinson caught seven passes for 79 yards. Witten had four catches for 43 yards and Bryant caught three balls for 35 yards.
Moore was 19 of 32 for 288 yards and a touchdown. He took four sacks and had trouble handling several snaps; one went through his hands and was recovered by Dallas only 5 yards from the end zone. That set up the first Romo-to-Robinson touchdown, with 55 seconds left in the half, ending Miami's streak of 13 quarters without allowing a touchdown.
Reggie Bush ran 16 times for 61 yards and had 35 more on three receptions. Marshall had 103 yards on five catches, including the TD pass hauled in while Newman had him in a headlock for about 5 yards.
"We felt like we played a good game all day, but we didn't make enough plays and they did," Miami safety Yeremiah Bell said. "That's the price you pay, so if we would have made more plays, we would have won the game."
Notes: The Cowboys improved to 28-15-1 on Thanksgiving. Romo is 5-0 on the holiday; he missed last year's game ? which Dallas lost ? with a broken collarbone. ... Brazil suspends Chevron's drilling rights (Reuters)
BRASILIA (Reuters) ? The Brazilian government on Wednesday suspended Chevron Corp's drilling rights in Brazil until it clarifies the causes of an offshore oil spill, the latest twist in a political firestorm threatening the U.S. company's role in Brazil's oil bonanza.
The decision was announced as the chief executive of Chevron's Brazilian unit was testifying before the Brazilian Congress, where he publicly apologized for the November 8 spill that leaked about 2,400 barrels of oil into the ocean off the coast of Rio de Janeiro.
Brazil's National Petroleum Agency said it decided to halt Chevron's drilling rights after determining that there was evidence that the company had been "negligent" in its study of data needed to drill and in contingency planning for abandoning the well in the event of accident.
The agency, known as ANP, also rejected a request from Chevron to drill deeper wells into subsalt areas in the Frade field where the spill took place. The Frade field, which is located in the oil-rich Campos Basin, is the only block in Brazil where Chevron is producing oil and is the operator.
The Campos Basin is currently the source of more than 80 percent of Brazil's oil output.
Chevron has previously drilled for subsalt depth targets in the field, which is also owned by Brazil's state-controlled energy giant Petrobras and Frade Japao, a Japanese consortium. Chevron owns 52 percent of Frade, whereas Petrobras owns 30 percent and Frade Japao 18 percent.
Chevron has already been fined $28 million by Brazil's environmental agency for the spill, an amount that is sure to rise sharply when the ANP and Rio's state government slap fines on the company, as they have pledged to do.
Chevron's CEO in Brazil, George Buck, told Brazilian lawmakers on Wednesday that the company "acted as rapidly and safely as possible" and "used all resources" to contain and stop the flow of oil from the well.
"We controlled the source in four days. We worked with transparency and cooperation with the authorities of Brazil," Buck said. "Please understand that during those first days it was very confusing, very difficult to manage the flow of information."
The ANP said the suspension will remain in place until Chevron fully restores safety conditions in the field.
The Frade leak, while small, is likely to provide more ammunition for the growing worldwide opposition to offshore drilling in the wake of the estimated 4-million-barrel BP Deepwater Horizon spill in the U.S. Gulf in 2010.
Chevron is also a 30 percent partner in the nearby $5.2 billion Papa-Terra project. Petrobras is the operator in Papa Terra.
Chevron, Petrobras and Frade Japao produce about 79,000 barrels a day of oil in Frade. Petrobras and Chevron expect to produce about 140,000 barrels of oil and equivalent gas from Papa-Terra in 2013.

Asian stocks down after US cuts 3Q growth estimate (AP)
BANGKOK ? Asian stocks fell Wednesday after the U.S. lowered its economic growth estimate for the third quarter and climbing yields on Spanish bonds magnified worries over Europe's debt load.
Hong Kong's Hang Seng fell 2 percent to 17,882.10. South Korea's Kospi lost 2 percent to 1,789.83 and Australia's S&P/ASX 200 shed 1.6 percent to 4,066.80. Japanese stock markets were closed for a public holiday.
Wall Street slipped Tuesday after a government report showed the U.S. economy grew at a 2 percent annual rate from July through September, down from an initial estimate of 2.5 percent. Economists had expected the figure to remain the same.
The Dow Jones industrial average lost 0.5 percent to close at 11,493.72. The Standard & Poor's 500 fell 0.4 percent to 1,188.04. The Nasdaq composite fell 0.1 percent to 2,521.28.
Higher borrowing costs for Spain, meanwhile, renewed worries about Europe's debt crisis. The higher rates suggest that investors are still skeptical that the country will get its budget under control despite a new government coming to power this week.
Investors have been worried that Spain could become the next country to need financial support from its European neighbors if its borrowing rates climb to unsustainable levels.
Greece was forced to seek relief from its lenders after its long-term borrowing rates rose above 7 percent. The rate on Spain's own benchmark 10-year bond is dangerously close to that level, 6.58 percent.
Underscoring jitters was the lack of market reaction to an announcement by the International Monetary Fund that it will provide quick cash on flexible terms to countries facing sudden financial stress.
"Failure of this news to result in significant gains across markets shows just how cautious investors are," Stan Shamu of IG Markets in Melbourne said in a report.
Concerns remain that Europe's debt crisis is pushing the region toward recession, which would slow industrial activity in countries around the world that export to Europe.
Australian resource shares took a big hit after the country's House of Representatives approved a proposal to impose a windfall profits tax on big mining companies. The Senate is expected to endorse the measure in early 2012.
BHP Billiton, the world's largest mining company, fell 2.6 percent. Rival Rio Tinto lost 1.6 percent and Energy Resources of Australia slid 4.2 percent.
Benchmark oil for January delivery was down 65 cents to $97.36 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.09 to finish at $98.01 per barrel on the Nymex on Tuesday.
In currencies, the euro fell to $1.3466 from $1.3509 late Tuesday in New York. The dollar rose slightly to 76.99 yen from 76.97 yen.

AJ shares Madison Square Garden memories at Survivor Series
NEW YORK ? At WrestleMania XX, the WWE Universe members jam-packed inside New York City?s Madison Square Garden were utterly electric as The Rock competed in what was then believed to be his final match. That memorable night in The World?s Most Famous Arena, few were as excited to witness WWE history unfold as WWE superfan-turned-Diva AJ, who attended the event with her father after waiting on line eight hours for tickets.
Seven years later, The People?s Champ made his return to action, successfully teaming with John Cena to combat the threat of The ?Awesome Truth? at Survivor Series. However, Nov. 21, 2011, was also a homecoming of sorts for AJ, who ventured to MSG that night for the first time since witnessing the 20th annual Show of Shows as a spectator.
Prior to Survivor Series, where AJ would serve as a lumberjill in an explosive Divas Title Match between Eve and reigning champion Beth Phoenix, the spunky young Diva experienced what she called a ?full-circle moment? when she sought out her and her dad?s seats ? Sec. 426, Row E, Seats 17 and 18 ? and reflected on how far she?s come.
Moments after AJ shared this surreal nostalgia with her Twitter followers, WWE.com caught up with the ring?s resident girl next door to talk about what the Garden means to her.
WWE.com: You went to WrestleMania XX at Madison Square Garden in 2004 as a WWE fan, and at Survivor Series you walked into MSG as a WWE Diva. What was that like?
AJ: The first thing I did when I got to MSG and put my bags away was go and find my old seats. I still have the tickets, because I save all of my memorabilia ? I even have the wrist tape from my first match! I save everything. I took a picture of the tickets, went up three escalators and an elevator and found them. I just sat in them for a little bit with Kaitlyn and took some pictures. It was really awesome. I loved it.
It?s funny. Originally, I wasn?t going to appear at Survivor Series, but it was almost fate that I got added to the event as a lumberjill. (PHOTOS | RESULTS)
WWE.com: What was going through your head while you were sitting there in your old seat?
AJ: WrestleMania XX still feels like yesterday. I remember when my dad and I got here for WrestleMania, we initially went to sit in the wrong section. It was a little bit closer to the ring. And the security guard told us, ?Your seats are all the way up there.? My dad felt really bad that he couldn?t afford better seats and we had to go to one of the last rows ? literally at the top of the building. I remember him saying, ?Sorry I couldn?t get you better seats.? I just said, ?It?s okay, I?m going to be in the ring one day.? Two years after that, I actually started competing. So I?ve kind of been working my butt off to make that come true.
WWE.com: Was experiencing WrestleMania XX at MSG one of the things that inspired you to become a Diva?
Even when I was 11 or 12, I knew I was going to be a Diva, and I said it then with 100 percent certainty. I just really wanted it and wouldn?t stop until I got it. And when I told my dad I was going to be in the ring someday, I meant it.
WWE.com: At WrestleMania XX, you thought you were seeing The Rock?s final match. Now, you?re at MSG passing him in the hallways. Did you ever imagine you would have this experience?
AJ: With me, it?s kind of like that for everyone. I feel like I?ve watched everyone growing up. And now I get to see them walking around and sitting in catering. You know, people seem a lot less intimidating when they?re eating some chicken. But The Rock is awesome and really nice. It?s weird to remember watching him in seventh grade and now here we are!
I was actually talking to John Cena, who was in the opening match at WrestleMania XX. He was just getting started then, and now he?s back in the same building teaming with The Rock. It?s kind of crazy how everything works out.
WWE.com: What?s different about a Madison Square Garden crowd compared to WWE Universe members in other cities?
AJ: New York City crowds are similar to Philadelphia crowds in that you can?t tell them who to like. They?re very independent thinkers. And that?s how I was as a WWE fan. I think New York crowds tend to root for the underdogs, and it?s fun to perform in front of them.
WWE.com: After being a lumberjill in a Divas Title Match at Madison Square Garden, do you think you might return to MSG someday as the champion?
AJ: [Laughs] Well, the first step was just getting here! I?m from Jersey and I went to school in New York, so MSG is kind of like my stomping ground, if you will. My first WWE show I ever went to was here. It feels like home, and I definitely just wanted to get into the building. It actually felt kind of weird when security let me through! The next step is definitely to be Divas Champion, but I don?t get anything easy, and I?ve never gone from 0-100. Ever. For me, everything?s kind of an uphill climb and I?m fine with that.

After Gaddafi son, spy chief captured (Reuters)
TRIPOLI (Reuters) ? Abdullah al-Senussi, Libya's feared former intelligence chief, was cornered and captured at a remote desert homestead on Sunday, a day after Muammar Gaddafi's son was seized by Libyan fighters in the same region.
The arrest of the last survivor of the old regime who is wanted at The Hague for crimes against humanity crowned a momentous couple of days for a new government that is still in the process of formation, and also posed immediate tests of its authority -- both over powerful militias and with world powers.
In a sign of the strain that the prime minister-designate is under to reconcile the interests of rival militia groups that control the ground in Libya, officials said Abdurrahim El-Keib had asked for another couple of days to complete a cabinet that he had previously hoped to announce on Sunday.
A commander of former rebel forces nominally loyal to the National Transitional Council (NTC), General Ahmed al-Hamdouni, told Reuters that his men, acting on a tip, had found and surrounded Senussi at a house belonging to his sister near the town of Birak, about 500 km (300 miles) south of Tripoli and in the same region as Saif al-Islam was seized on Saturday.
NTC spokesman Abdul Hafez Ghoga later confirmed that Senussi, who is Saif al-Islam's uncle by marriage, had been captured. It was not immediately clear if the arrests were linked, though there has been speculation since the fall of Tripoli three months ago that the pair were hiding together.
Fighters who intercepted Saif al-Islam on a desert road in the early hours of Saturday said they believed one of his companions was also a nephew of Senussi, whose wife is a sister of Muammar Gaddafi's second wife Safiya.
Like Muammar Gaddafi, who was captured and killed on the coast a month ago on Sunday, Saif al-Islam and Senussi were indicted this year by the International Criminal Court for alleged plans to kill protesters after the Arab Spring revolt erupted in February.
But NTC officials have said they can convince the ICC to let them try both men in Libya.
Ghoga said NTC members meeting on Sunday had confirmed that preference, as did the current justice minister - although legal experts point out that international law demands Tripoli make a strong case for the right to try anyone who has already been indicted by the ICC.
MANY LIBYANS WANT HANGMAN'S NOOSE
Given the state of Libya's legal system after 42 years of dictatorship, as well as the depth of feelings after this year's civil war, the ICC seems unlikely to agree, many jurists think. Its chief prosecutor is expected in Libya this week.
While the ICC, backed by a U.N. resolution, can demand Libya hand over the prisoners, many Libyans are keen to see them tried for alleged crimes committed over decades, well beyond the scope of the ICC charges relating to this year only. And many also want them hanged, something barred at The Hague.
Among other old wounds, Senussi is suspected of a key role in the killing of more than 1,200 inmates at Tripoli's Abu Salim prison in 1996. It was the arrest of a lawyer for victims' relatives that sparked Libya's Arab Spring revolt in February. And many of the dead were members of Islamist groups which are expected to be a major political force in a democratic Libya.
The case of Senussi, long the elder Gaddafi's right-hand man and enforcer, may also revive interest in international incidents long shrouded in mystery, from the days in the 1980s and 90s when Gaddafi's Libya waged undercover war on the West.
Senussi's name has been linked with the Lockerbie bombing of 1988. He was among six Libyans convicted in absentia in Paris of bringing down a French UTA airliner a year later.
Saif al-Islam Gaddafi spent Sunday at a secret location in the militia stronghold of Zintan while in Tripoli the Libyan rebel leaders who overthrew his father tried to resolve their differences and form a government that can try the new captive.
With rival local militia commanders from across the country trying to parlay their guns into cabinet seats, officials in the capital gave mixed signals on how long Keib, may need.
Ghoga said the NTC had given Keib another two days, right up to a deadline of Tuesday, to agree his cabinet -- a delay that indicated the extent of horse-trading going on.
And though the Zintan mountain fighters who intercepted the 39-year-old heir to the four-decade Gaddafi dynasty deep in the Sahara said they would hand him over once some central authority was clear, few expect Saif al-Islam in Tripoli soon.
Members of the NTC, the self-appointed legislative panel of notables formed after February's uprising, expect to vote on Keib's nominees, with keenest attention among the men who control the militias focused on the Defense Ministry.
One official working for the NTC said that the group from Zintan, a town of just 50,000 in the Western Mountains outside Tripoli that was a stronghold of resistance to Gaddafi, might even secure that ministry thanks to holding Saif al-Islam.
Other groups include rival Islamist and secularist militias in the capital, those from Benghazi, Libya's second city and the original seat of revolt, and the fighters from the third city of Misrata, who took credit for capturing and killing the elder Gaddafi and haggled with the NTC over the fate of his rotting corpse for several days in October.
"FINAL ACT"
"The final act of the Libyan drama," as a spokesman for the former rebels put it, began in the blackness of the Sahara night, when a small unit of fighters from the town of Zintan, acting on a tip-off, intercepted Saif al-Islam and four armed companions driving in a pair of 4x4 vehicles on a desert track.
It ended, after a 300-mile flight north on a cargo plane, with the London-educated younger Gaddafi, who had tried to pass himself off as "Abdelsalam, a camel herder," being held in a safe house in Zintan and the townsfolk vowing to keep him healthy until he can face a judge in the capital.
His captors said he was "very scared" when they first recognised him, despite the heavy beard and enveloping Tuareg robes and turban he wore. But they reassured him and, by the time a Reuters correspondent spoke to him aboard the plane, he had been chatting amiably to his guards.
"He looked tired. He had been lost in the desert for many days," said Abdul al-Salaam al-Wahissi, a Zintan fighter involved in the operation. "I think he lost his guide."
Sitting on the tarmac at Zintan, under siege from a mob who seemed ready to inflict on him the indignities that met his father, revealed his fears, but also some bravado and not a little humour. When others in the besieged aircraft lit up cigarettes, he complained: "We're going to choke to death."
In video posted on YouTube, he was later seen chatting in a room with others, apparently at ease in Zintan -- images that may surprise other Libyans who bear deep grudges against him.
"There is no problem," he said at one point, after cursing the "infidel Crusader pact" of NATO whose air strike a month ago had killed 26 of his men and left him with a wounded hand.
How long Libya will hold on to him and Senussi, who officials said was being held overnight in the desert, was unclear. Despite official insistence, some analysts said Libya would face international pressure if it tried them itself.
Western leaders, who backed February's uprising against Gaddafi but looked on squeamishly as rebel fighters filmed themselves taking vengeance on the fallen strongman a month ago, urged Keib to seek foreign help to ensure a fair trial.
Keib, who taught engineering at U.S. universities before returning to Libya to join the rebellion, drove on Saturday the two hours from Tripoli to Zintan to pay homage to its fighters. He promised justice would be done - within Libya.

PITTSBURGH (AP) ? Sid the Kid is back.
Pittsburgh Penguins superstar Sidney Crosby will make his season debut on Monday against the New York Islanders, his first game in nearly a year since being sidelined with concussion-like symptoms.
Crosby hasn't played since taking head shots in consecutive games in January against Washington and Tampa Bay.
The 2007 NHL MVP spent the last 10 months undergoing a painstakingly thorough rehabilitation that left him wondering when ? or even if ? he'd play again and forced the league to take a harsher stance when it comes to policing head hits.
His return ends weeks of speculation that appeared to put the ever-polite Crosby on edge but hardly bothered his teammates. The 24-year-old declined repeated interview requests in recent weeks as the speculation about a possible return date reached a fever pitch.
Crosby missed the remainder of the 2010-11 season after taking a hit from Tampa Bay's Victor Hedman on Jan. 5. The expected brief absence turned into an extended one that rendered him a spectator for Pittsburgh's loss to the Lightning in the opening round of the playoffs.
He vowed to be ready for training camp but spent much of the summer in seclusion in his native Canada, his silence fueling speculation his career may be in jeopardy.
Crosby came forward in September and ? flanked by the two doctors who have overseen his recovery ? said it was "likely" he would be back this season.
He began training camp wearing a white helmet to signify he wasn't to be hit, working feverishly for a month before switching to a black helmet after being cleared for contact on Oct. 13.
Coach Dan Bylsma preached caution, though his teammates did their best to accommodate their captain, jostling with him in practice when given the opportunity.
Crosby only missed one skate since camp began in September, skipping a practice in Los Angeles on Nov. 5 so he could travel back east to visit with his medical team.
His teammates stressed there was no need for Crosby to rush, and the Penguins have been one of the league's top teams through the season's first six weeks.
Pittsburgh entered Friday atop the Eastern Conference behind the crisp goaltending of Marc-Andre Fleury and a dynamic offense led by Evgeni Malkin and James Neal.
Yet the Penguins understand they're not the same without Crosby.
"We know what he means to this team, this city," defenseman Kris Letang said. "He's a special player."
One that spent months dealing with "fogginess" that at times made it difficult for him to drive or watch television. He also endured painful migraines and likened the recovery process to a roller coaster.
The ride appears to be finally pulling into the station, sending Crosby out into the great unknown.
For all the steps he's taken during his recovery, the real test will come when he gets hit for the first time at full speed. Though the nature of the game may be changing thanks in part to Crosby's ordeal.
New discipline czar Brendan Shanahan, only three years removed from his playing days, has been suspending players for taking unnecessary head shots at opponents. It's a movement Crosby embraces.
"A guy's got to be responsible with his stick, why shouldn't he be responsible with the rest of his body when he's going to hit someone?" Crosby said. "Whether it's accidental or not accidental, you've got to be responsible out there."
He hasn't backed down during practice, often being one of the last to leave the ice before heading to the dressing room.
The Penguins have raved about Crosby's intensity during even the more informal skates. While he's looked perfectly fine to the naked eye, Crosby wouldn't allow himself to come back until he was at full strength.
"Maybe I can get by with 90 percent, maybe I couldn't but I'm not going to roll the dice with that," Crosby said in September.
When he finally glides onto the ice in his No. 87 jersey, Crosby will put to rest speculation his career was over. His teammates, who did their best to give Crosby distance over the summer, never doubted he would return.
"I figured he was getting enough of it from everywhere else," teammate Jordan Staal said. "All that matters to us really is that he's healthy. All that stuff you thought you heard, I didn't pay any attention to it."
How quickly it takes Crosby to get back to his pre-injury level is uncertain.
He was playing arguably the best hockey of his brilliant career before getting hurt, leading the league in goals and points as the Penguins steamrolled through the first three months of the season.
The team soldiered to a fourth-place finish in the Eastern Conference despite missing Crosby, Malkin and Staal. The magic disappeared in the playoffs as the Penguins lost in seven games.
Crosby's comeback pushes a team considered a Stanley Cup contender into a Stanley Cup favorite. Yet after months and months of rumors and worry, Crosby's return is cause enough for celebration.
"We know how badly he wants to play," teammate Matt Cooke said. "We want it too, because it means that he's healthy, and that's all you ever really want for him."

PHILADELPHIA (AP) ? Former FBI director Louis Freeh, tapped to lead Penn State's investigation into the child sex-abuse allegations against a former assistant football coach, said his inquiry will go as far back as 1975, a much longer period than a grand jury report issued earlier this month.
Freeh was named Monday to oversee the university board of trustees' internal investigation into the abuse allegations that ultimately led to the ouster of longtime football coach Joe Paterno and university President Graham Spanier.
Freeh said his goal was to conduct a comprehensive, fair and quick review.
Penn State has faced criticism since announcing that its internal investigation would be led by two university trustees, Merck pharmaceutical company CEO Kenneth Frazier and state Education Secretary Ronald Tomalis.
Faculty members on Friday called for an independent investigation of how the university handled abuse allegations, and the faculty senate endorsed a resolution asking for an investigation to be led by a committee whose chair has no links to Penn State.
In announcing Freeh's appointment, Frazier stressed the former FBI director's independence. Freeh will be empowered to investigate employees up to and including the board of trustees itself, Frazier said.
"No one is above scrutiny," Frazier said.
Retired Air Force Col. and astronaut Guion Bluford also will be part of the investigation, Frazier said. Bluford is a 1964 Penn State graduate.
Freeh's investigation firm, Group International Europe, was hired by soccer's governing body this year to look into the bribery case involving FIFA's presidential election. FIFA banned candidate Mohamed bin Hammam for life for bribing voters. The ruling body also banned 11 Caribbean soccer leaders and disciplined others in the corruption scandal.
Freeh founded Group International Europe after leading the FBI from 1993 to 2001. He previously served six years as a special agent.
Former assistant football coach Jerry Sandusky is accused of molesting eight boys over a 15-year period. Authorities say some assaults happened on campus and were reported to administrators but not to police.
Amid the scandal, Penn State's trustees ousted Spanier and Paterno. The trustees said Spanier and Paterno failed to act after a graduate assistant claimed he saw Sandusky sexually abusing a young boy in a campus shower in 2002.
Paterno, who has the most wins of any major college football coach, has conceded he should have done more. Spanier has said he would have reported a crime if he had suspected one had been committed.
Sandusky has said he is innocent. He has acknowledged he showered with boys but said he never molested them.
Former school administrators Tim Curley and Gary Schultz are charged with not properly alerting authorities to suspected abuse and with perjury. They maintain their innocence.

Italy hit by protests as PM unveils economic plan (AP)
ROME ? As protests erupted in Rome and other cities, Italy's new premier unveiled his economic plan Thursday, vowing to spur growth yet fairly spread the sacrifices Italians must accept to save their country from bankruptcy and the eurozone from a disastrous collapse.
As Mario Monti spoke, riot police clashed with anti-austerity protesters in Milan, signaling the depths of resistance the economist-turned-premier will have to overcome if his plan is to succeed.
"The end of the euro would cause the disintegration of the united market," the former European Union competition commissioner told the Senate ahead of a confidence vote on his one-day-old government. "The future of the euro also depends on what Italy will do in the next weeks. Also, not only."
Monti formed his new government Wednesday, shunning politicians and turning to fellow professors, bankers and business executives to fill key cabinet posts.
A day later he revealed plans to fight tax evasion, lower costs for companies so they can hire more and possibly lower taxes rates for women, to encourage their increased participation in the work place. Hee warned Italians they must brace for more "sacrifices," including the probable return of a property tax on primary residences.
"We must convince the markets we have started going down the road of a lasting reduction in the ratio of public debt to GDP. And to reach this objective we have three priorities: budgetary rigor, growth and fairness," Monti said.
He said he would quickly work on lowering Italy's staggering public debt, which now stands euro1.9 trillion ($2.6 trillion), about 120 percent of its GDP.
"But we won't be credible if we don't start to grow," Monti said.
His administration must restore confidence in the country's financial future and avoid contagion that would worsen the eurozone's debt crisis. Italy's spiraling financial crisis helped bring down media mogul Silvio Berlusconi's 3 1/2 year-old government last week, after months of squabbling over how to save Italy from financial ruin.
Monti's choice of unelected experts for his Cabinet and the prospect of tough reforms have fueled unrest. In cities from north to south, students clashed with police in protests against feared budget cuts Thursday, while previously planned transport strikes idled buses and trains.
Police in riot gear scuffled with students in Milan, as they tried to march to Bocconi University, which educates Italy's business elite. Monti is Bocconi's president.
"The government of the banks," read one placard held by a youth in Milan.
In Palermo, Sicily, demonstrators hurled eggs and smoke bombs at a bank, and protesters threw rocks at police who battled back with pepper spray, the Italian news agency ANSA reported. One protester was injured in the head in Palermo, where police charged demonstrators who were trying to occupy another bank.
In Rome, hundreds of students gathered outside Sapienza University, while others assembled near the main train station. They marched toward the Senate, where lawmakers were holding a confidence vote in the evening on the new government.
Riot police in Turin reported several police injuries as they held back protesters trying to break through barriers in three locations.
Last week, parliament gave final approval to a package that will reform pensions, slash state spending and open up the economy. But Monti strongly suggested that much harsher medicine was needed to heal Italy's finances and revive the stubbornly stagnant economy.
He indicated Italians would be paying new taxes. Italy's lack of a property tax on primary residences ? a move backed by Berlusconi_ is "a peculiarity, if not an anomaly" in Europe, Monti said.
Monti, who also is serving as finance and economy minister, said if Italy fails to grow and does not stay united, "the spontaneous evolution of the financial crisis will subject us all, above all the weakest, to far harsher conditions."
He pledged to tackle chronic and widespread tax evasion to increase revenue, but also to further his goal of social fairness. Hiding or underreporting income by the self-employed is rampant in Italy, and workers with paychecks have long complained they bear an unfair share of the nation's high taxes.
Monti said his government would consider reforms to lower Italy's "elevated" tax rates. Employers say high payroll taxes discourage them from hiring.
In the workplace, Monti called for structural reforms but added "we must avoid the anguish which accompanies it."
The question of how long Monti's government will last has sparked intense debate among Italy's political parties.
Some, like Berlusconi's longtime ally the Northern League, refuse to back Monti's government. Monti has said he intends to govern until the legislative period expires in the spring 2013. The League, which is strong in the affluent north, wants elections earlier.
Holding both thumbs down ? in a sign of rejection ? at the end of Monti's speech was Senator Roberto Calderoli, a Northern League leader.
Pro-Catholic parties have said they would give "carte blanche" to the Monti government.
Some in Berlusconi's conservative People of Freedom Party have called for early elections, but top party officials have said they will support Monti in parliament to achieve anti-crisis measures.
Monti indicated he was looking for wide support among Italians.
To encourage more women in jobs ? at 40 percent, the rate of Italian women in the workforce is one of Europe's lowest ? he said he would consider lower tax rates for them.
In Rome, protester Titti Mazzacane said she was skeptical about the new government. While Monti chose "decent and competent people," the government ... "is a little bit too free-market liberal. I am a bit scared," said the 53-year-old elementary school teacher.
Public schools have been hard hit by budget cuts from previous Italian governments.
Antonio Romano, who was distributing leaflets to protesters, said the government's strategy is "make the workers and retired people pay for the crisis, not those who provoked the crisis. I mean big business, bankers."
A transit strike of several hours idled the subway system and many buses in Rome. Milan was hit by a similar transit walkout.
State railways said a 24-hour nationwide train strike, called by one small union, affected only 5 percent of the train rains.
Alitalia reduced flights Thursday, warning that a four-hour afternoon strike in the air travel sector could cause flight delays. The walkout mainly involved air traffic controllers and airport workers, not Alitalia personnel.

Stocks sink; Spain becomes latest worry in Europe (AP)
NEW YORK ? Stock indexes fell in afternoon trading Thursday as spiking bond yields in Spain brought new worries Europe's debt crisis and overshadowed the latest signs of growth in the U.S. economy.
Technology stocks led the market lower after two companies disappointed investors with weaker earnings predictions. NetApp Inc. plunged 12 percent, the most in the S&P 500 index, after the data storage company forecast earnings that were below Wall Street's estimates.
Applied Materials Inc. also said its earnings for the current quarter would be weaker than analysts' forecasts. The company's income fell 3 percent last quarter on lower demand fell for the semiconductor equipment it makes.
The Dow Jones industrial average dropped 159 points to 11,746 as of 1 p.m. Eastern time. It had wavered between gains and losses earlier in the day. Cisco Systems Inc. had the largest fall of the 30 stocks in the Dow, 2.7 percent. Intel Corp. dropped 2.4 percent.
In Spain, an auction of 10-year government bonds left the country paying interest rates of nearly 7 percent. That's the highest rate since 1997 and a level that economists see as unsustainable. Greece and Ireland received rescue loans from the European Union after their bond yields jumped above the same level.
Spain has much more debt than either Greece or Ireland, which would make it difficult for other countries to rescue. Like Italy, whose main borrowing rate also spiked above 7 percent in the last week, the country is burdened with high debts and slow growth.
Concerns about Europe's debt crisis contrasted with better economic reports in the U.S. The number of people seeking unemployment benefits last week fell to the lowest level in 7 months, a sign layoffs are easing.
"The economic data in the U.S. has been improving," said Michael Sheldon, chief market strategist at RDM Financial in Westport, Conn. "If it weren't for Europe, I think equity markets would be doing much better right now."
The Spanish bond auction came a day after Fitch Ratings warned that major U.S. banks could be "greatly affected" if Europe's debt crisis continues to spread beyond the financially troubled Greece, Ireland, Portugal, Italy and Spain.
Building permits jumped 10.9 percent, much higher than economists expected. That's another sign that the U.S. may not be headed for another recession.
The Standard & Poor's 500 index lost 21, or 1.8 percent, to 1,214. The Nasdaq composite slid 57, or 2.1 percent, to 2,582.
In corporate news:
? Consumer review site Angie's List soared 21 percent on the company's first day of trading. Angie's List Inc., which runs reviews of veterinarians, plumbers and other local services, priced its initial public offering of 8.8 million shares at $13 late Wednesday.
? Sears Holdings Corp. fell 4.6 percent after its third-quarter results missed Wall Street's expectations. The retailer's sales were dragged down by declining consumer electronics sales and softer sales at its Kmart stores.
? J.M. Smucker Co. lost 2.4 percent after reporting that rising costs for ingredients were cutting into profits.
? Boeing Co. slipped 1 percent after the market turned lower in the afternoon. The company had traded higher after announcing its largest commercial airplane order. Lion Air, a private carrier in Indonesia, ordered a total of 230 airplanes at a list price of $21.7 billion.

Congress' OK of big spending bill shows GOP split (AP)
WASHINGTON ? Congress has sent President Barack Obama a bipartisan spending bill that averts a federal shutdown, but widespread Republican defections underscore rifts between the party's conservatives and pragmatists.
The legislation, passed Thursday, will keep all federal agencies functioning through Dec. 16, giving lawmakers more time to complete their tardy budget work.
The bill also finances five Cabinet-level agencies through the rest of the government's budget year, which runs through next September. Lawmakers still have to write nine of the 12 annual spending bills for the fiscal year that started Oct. 1, covering giant agencies like the Pentagon and the Health and Human Services Department.
But Thursday's votes highlighted the problems the party will have winning support for those bills, and deeper GOP divisions that extend to taxes and deficit reduction.
The compromise bill cleared Congress easily. Senate passage was by 70-30 and House approval was 298-121, with nearly all Democrats in both chambers supporting the measure.
Among Republicans, it was far different. GOP senators tilted against the legislation 30-17, while House Republicans backed it by a narrow 133-101 margin.
"We need real cuts, not minuscule cuts and certainly not increases," said Sen. Jeff Sessions, R-Ala., who voted against passage.
Because Republicans knew that Democratic support for the legislation was solid, many of them may have felt free to vote against the spending bill, knowing their vote would not cause the government to shut its doors. Lawmakers were not eager to force a shutdown that would have further sullied Congress' rock-bottom popularity with voters.
Even so, the vote seemed to echo GOP splits that have arisen over the work of Congress' bipartisan supercommittee, which is flailing in its attempt to agree to $1.2 trillion in 10-year deficit cuts by a deadline Wednesday.
As the price of a deal with Democrats, some Republicans on the supercommittee have floated a plan that would increase taxes by nearly $300 billion over the decade while revamping the tax code. But that has stoked anger by many others in the GOP who say it would be blasphemy for the party to abandon its core stance against boosting revenue.
With next year's presidential and congressional elections coming into view, that is only intensifying pressure on Republicans to take what they think will be a winning position on tax and spending issues.
Supporters of the spending bill like House Appropriations Committee Chairman Harold Rogers, R-Ky., said the measure stuck by a compromise that Republicans and Obama reached last summer to limit this year's agency spending to just over $1 trillion ? an amount that is $7 billion below last year's levels.
The bill will "help put our budget and our economy on track," Rogers said during Thursday's debate.
But opponents said the bill still overspent. Conservatives also opposed language expanding the size of mortgages that can be insured by the Federal Housing Administration, a provision they said would expose taxpayers to more risk as homebuyers default.
"We have a moral obligation to not lay additional burdens on our posterity," Rep. Scott Garrett, R-N.J., said.
The bill would provide $182 billion to finance the departments of Housing and Urban Development, Transportation, Agriculture, Commerce and Justice, and many smaller agencies.
Liberals were upset that the bill blocks Obama administration efforts to prod schools to offer students healthier lunches. That includes forcing the government to continue considering the tomato paste on pizzas a vegetable, a provision that was heavily lobbied by many food concerns.
Democrats were happy that the measure included more money than Republicans wanted for providing food to poor women, children and older people; helping communities hire police officers; operating federal prisons; financing the National Science Foundation; and for highway and transit programs.
GOP leaders told their rank-and-file that the bill would eliminate 20 federal programs. All were relatively small, including a $35 million Agriculture Department healthy food initiative and a $12 million National Science Foundation underground science lab.
They also noted that the bill provided none of the $8 billion Obama requested for building high-speed rail lines and none of the $322 million the president sought to establish a climate change office in the National Oceanic and Atmospheric Administration.
Obama's request for an additional $308 million for the Commodity Futures Trading Commission, which is responsible for implementing much of last year's financial regulatory law, was cut to $205 million. Reductions were also included for NASA.

Arabic inscription deciphered at last
A rare Arabic inscription from the Crusades has been deciphered, with scientists finding the marble slab bears the name of the Holy Roman Emperor Frederick II, a colorful Christian ruler known for his tolerance of the Muslim world.
Part of the inscription reads: "1229 of the Incarnation of our Lord Jesus the Messiah."
The 800-year-old inscription was fixed years ago in the wall of a building in Tel Aviv, though the researchers think it originally sat in Jaffa's city wall. To date, no other Crusader inscription in the Arabic language has been found in the Middle East.
"He was a Christian king who came from Sicily, the emperor of the Holy Roman Empire, and he wrote his inscription in Arabic," said Moshe Sharon of the Hebrew University of Jerusalem, adding that it would be like the U.S. president traveling to a region and leaving an inscription in that area's language.
Tricky translation
Until now, others who had examined the inscription had suggested it came from a 19th-century gravestone, not realizing the date in the last line referred to the Christian calendar, according to Sharon.

"It's not so easy to read Arabic inscriptions, and particularly this one, which was written in an unusual script, and it is on stone and it is 800 years old," Sharon said of the difficulty in translating the engraving.
Though Frederick II, who was known to have a deep familiarity with Arabic, may not have directly engraved the stone, "it was written by an artist and this artist decided to create a special script for this royal inscription and it took us a very long time until we were able to find out that, in fact, we were reading a Christian inscription," Sharon said during a telephone interview.
Sharon and Hebrew University colleague Ami Shrager are preparing to submit a manuscript describing the work to the scientific journal Crusades.
"The emperor gives his name, and he lists all the countries in which he rules, which is not usual in inscriptions, although we find it in literary sources," Sharon said.
A peaceful crusader
The Crusades were religious wars whose goal was to restore Christianity to holy places in and near Jerusalem, with the First Crusade beginning in 1095 and the Seventh and Eighth Crusades ending in 1291.
Frederick II led the Sixth Crusade, and succeeded without resorting to violence, it seems.
"Basically, the emperor went as a crusader to the Holy Land in 1228 in order to conquer that part of the Holy Land," Sharon told LiveScience, "but instead of fighting they discussed things and in the end of the story the sultan of Egypt ceded to the emperor all these territories including the city of Jerusalem, which was fantastically unusual."
Before signing the agreement, the emperor fortified the castle of Jaffa, and, it now appears, left in its walls two inscriptions, one in Latin and the other in Arabic. The small bit of the Latin inscription that remains was previously attributed to Frederick II, Sharon said.??
In the Arabic inscription, Frederick II refers to himself as the king of Jerusalem, suggesting that although Pope Gregory IX had excommunicated him for not starting the Crusade earlier, Frederick II came to power with consent from the sultan, Sharon said.
"It was all diplomacy, which is very interesting," Sharon said, adding, "Although he got the home of Jerusalem, what he didn't get or want was a temple mount, he thought it was a Muslim sanctuary and should remain in the Muslim hands."
As for Frederick II's colorful personality, Sharon said that in addition to opening a zoo and a university, the ruler had a harem that included a Muslim woman.
