Democratic Gov. Jack Markell signed the Delaware Gaming Competitiveness Act of 2012 into law the morning after the bill passed the state Senate on a close vote?
that reflected opposition from lawmakers who believe expanding gambling to the digital realm will expand the social ills associated with it.
Proponents hailed the measure as a viable way to help preserve the state's embattled casino industry, which is facing aggressive competition from new venues in the neighboring states of
Maryland and Pennsylvania.

"We're talking about a couple thousand jobs," Markell said. "The competitive landscape for this industry has changed dramatically."
Online slot machine play and casino games such as blackjack and poker will be accessible through each Delaware casino's website and controlled centrally by the state Lottery Office.
Delaware lottery tickets also will be offered for sale on a state-run website.

Federal law limits?online gambling?to players within the state's borders, which will be verified using geolocation software.
The state hopes to launch online gambling in 2013 and intends to make betting available on a variety of digital devices including smart phones and tablets.
Other states already offer lottery ticket sales via the Internet and Nevada is moving toward the implementation of online poker play, but Delaware is the only state so far to?
legalize comprehensive?online casino gaming.

Katherine Eban's Fast And Furious Bombshell - Business Insider

Fortune Magazine's Katherine Eban has a big report out this morning arguing the?the Bureau of Alcohol, Tobacco, and Firearms (ATF) had nothing to do with letting guns into Mexico.

While the guns were definitely part of Operation Fast & Furious, a program run by ATF agents in Phoenix, Egan argues that?"gunwalking" ? the tactic of allowing guns to be trafficked, in order to track cartel networks ? was never part of the ATF's operation.

She writes that agents were actually trying to intercept the guns, by tracking and arresting people hired by the cartels to purchase the guns in the U.S., but found themselves stymied by federal attorneys who said many of the "straw purchases" were not prosecutable.

The ATF, which is overseen by Attorney General Eric Holder, has admitted it did not exercise "proper oversight" over the program, and?has reassigned almost everyone associated with the operation.

Toward the end of the piece, Egan notes that new facts are still coming to light about the Fast and Furious scandal, indicating that the?

(AP) ? Fighter jets thunder above the English countryside. Missiles stand ready. And Big Brother is watching like never before.

The London Olympics are no ordinary games. Not since World War II have Britain and the United States teamed up for such a massive security operation on British soil.

Hundreds of American intelligence, security and law enforcement officials are flying across the Atlantic for the games that begin July 27. Some will even be embedded with their British counterparts, sharing critical intelligence and troubleshooting potential risks. Dozens of Interpol officers will also be deployed.

The unique collaboration is rooted in common threats the partners have faced since the Sept. 11 terror attacks on the U.S. and Britain's own deadly suicide bombings in 2005.

Britain was America's closest ally in Afghanistan and Iraq, making it a prime target of Islamic terror groups. And dozens of recent terror plots, including the 2006 plot to blow up nearly a dozen trans-Atlantic airliners, have been hatched within Britain's sizeable Muslim population, more than 1 million of whom have ties to Pakistan.

Although other Olympics have taken place since 9/11 ? Salt Lake City, Athens, Turin, Beijing and Vancouver ? London poses a different breed of security challenge.

"I'm confident that there is more than adequate security here for these games," Louis Susman, the U.S. Ambassador to the U.K., told The Associated Press. "That said, we live in a tumultuous world, whether that be in New York or London."

Intelligence officials say there has been an expected increase in chatter among extremist groups but there are still no specific or credible threats to the London games. The terror level is labeled substantial, a notch below severe and what it has been for much of the past decade. A substantial threat level indicates that an attack is a strong possibility.

"There is a perception in some quarters that the terrorist threat to this country has evaporated," said Jonathan Evans, head of Britain's domestic spy agency of MI5. "Bin Laden is dead, al-Qaida's senior leadership in Pakistan is under serious pressure and there hasn't been a major terror attack here for seven years. (But) in back rooms and in cars and on the streets of this country, there is no shortage of individuals talking about wanting to mount terrorist attacks here."

The potential threats to the London games are broad and diverse ? a lone wolf attacker such as Norway's Anders Behring Breivik who confessed to killing 77 people; a possible non-Asian Muslim convert who could slip by security with a European passport; a coordinated strike like the Sept. 11 terror attacks or a debilitating cyber-attack.

Although al-Qaida has been weakened by targeted U.S. strikes, its affiliates in places like Somalia and Yemen have stepped up their activity and increased their capabilities. They've even been working on bombs that can go undetected in airport scans.

British security officials fear that dozens of nationals who went to train in Somalia and elsewhere could eventually return.

"Terrorist problems have a long tail," said Evans. "They very rarely just stop."

Up to 1 million visitors are expected for the games, putting added strain on border security agents at airports like London's Heathrow, which has been criticized for its long lines and lack of staff to screen those arriving from other countries.

On site, some 300,000 people are expected to flow into Olympic Park in east London each day during peak times.

One of the key functions for Interpol, the international police organization, will be to speed intelligence data sharing between countries so threats can be deterred. U.K. officials scan Interpol data 130 million times per year, Interpol Secretary General Ronald K. Noble told the AP during an exclusive interview at the agency's Lyon headquarters.

"The truth is, and we know this from Norway, that you can't identify one ethnic group and say that's the ethnic group that should only concern us," Noble said. "But this Olympics ? from all that I know and based on all the information that Interpol has ? should be a safe Olympics."

Shared intelligence, better technology and boosted resources have allowed security officials to crack organized plots before they happen but the possibility of a self-starter extremist who operates below the radar remains one of the biggest fears.

In the case of Breivik, there were few warning signals that the self-styled anti-Muslim fanatic was about to kill 77 people last summer. The same essentially was true for Mohamed Merah, a Frenchman of Algerian descent who in March killed three paratroopers, a rabbi and three Jewish school children in southwest France.

Security officials say unless people are already known to authorities, they can go virtually undetected as they plan atrocities.

The overall security numbers are staggering. The games will be protected by some 12,000 police officers during peak times and 23,700 security staff ? a number that includes some 13,500 troops on standby, which is more than the 9,500 British troops currently in Afghanistan. A no-fly zone will also be established over Olympic venues from July 14 to August 15.

More than 100,000 people have applied for jobs at Olympics venues, being vetted for employment history and possible criminal backgrounds. The more rigorous checks are done by the government for accreditation to get into the games, according to Ian Horseman Sewell with G4S, a global company providing most of the training and security staff for the Olympics.

Still, Sewell admits London is different than past games.

"London is a proven terrorist target and it is the first time the summer Olympics have been operated in a post 7/7 environment in a place that isn't a totalitarian state," Sewell said, referring to the 2005 suicide bombings in London and the 2008 Beijing games. "From a security perspective, London is breaking new ground."

G4S will also help secure venues outside of the park and protect athletes.

Some specific teams from places like Belarus, Belgium, New Zealand and Vietnam will be training in northern France to keep costs down ? a move that prompted a joint Franco-British security exercise earlier this year.

Protecting athletes has been a concern since a terror attack at the 1972 Olympics in Munich killed 11 Israeli athletes and coaches.

"Israeli athletes will be staying away from the others in a more secluded area and with more security," a senior Israeli intelligence official told the AP, speaking on condition of anonymity because of the sensitivity of his job. "But a repetition of what happened in Munich is considered unlikely because Israel is ready and also because it isn't the kind of attack Palestinians would want now."

Technology has also advanced from past games.

Special Israeli surveillance technology has been rolled out for the Olympics across Britain, a country already known for its 4 million closed-circuit television cameras. Even more cameras have been installed at the Olympic Park.

Advanced facial and image recognition software will be used to identify suspects and connect multiple crime scenes. Cameras will be used to capture suspicious behavior. And special drones will be used for crowd surveillance, according to a salesman at an Israeli company who spoke on condition of anonymity because he was not authorized to speak to the press.

And remember the movie "Speed" where a bomb would allegedly go off if a bus went slower than 50 mph (80 kph)? Hundreds of public transport vehicles and VIP buses being used in the London games have already been equipped so authorities can tell if a driver is acting erratically ? something that might happen in a hijacking.

Authorities will also be able to stop a vehicle remotely or keep it going at a certain speed ? technology that could be useful if a terrorist were carrying explosives and threatening to crash a bus full of athletes into a crowded venue.

The British military has already made headlines with the weapons it will have available ? surface-to-air missiles, RAF Typhoon combat aircraft and an aircraft carrier docked on the Thames, the river that cuts across London close to several Olympic sites.

Security officials had worried that Irish dissidents could target the games, but those fears have dissipated.

Despite the U.S.-U.K. collaboration, there will still be differences in how the London Olympics is policed. Most of the security personnel will be unarmed ? a striking difference to operations in the United States.

Adding to security issues, leaders from around the world will want to visit during the Olympics. The American delegation will be led by first lady Michelle Obama while President Barack Obama focuses on his re-election campaign.

"I've not heard any American who has said they were concerned about security here," said Susman, the ambassador. "London has made an effort to showcase London for the world and I think it's going to be terrific."

PST: Portugal might stun Spain in semis today

At the beginning of the month, Portugal looked set to be an unfortunate casualty of the Group of Death, with Germany and the Netherlands picked to get through. Two and a half weeks, a Dutch collapse, and some exorcizing of Danish demons later, the Seleccao are riding a three-match winning streak into Wednesday?s semifinal with Spain. And if debunking conventional wisdom wasn?t enough for the Portuguese, they have one big reason to like their chances against the defending world and european champions: a 4-0, November win in Lisbon.

It was, however, just a friendly, and given some of the other stumbles Spain have had in the last year, Portugal would be wise not to take too much from it. Since the World Cup, Spain has also lost to Argentina, Italy, and England ? all friendlies. hrough Euro qualifying and the finals, they?ve stayed undefeated, implying they?ve developed two gears: play, and play to win.

Which gear they?ve been in during this tournament?s been unclear. Three wins in four matches is a record bested by only Germany, yet in most of their games, the holders have looked more controlling than dominant. La Roja dazzled in their group stage win over Ireland, but in their other three matches, Spain played to their emerging stereotype: Unwilling to take the risks necessary to score goals. Just like all stereotypes, the reputation?s part hyperbole, part truth.

Portugal represents a big step up. Yes, Spain has faced and survived Italy, but with an in-form Cristiano Ronaldo, Iberia?s other power may be primed for the biggest win in their history.

1. We?ve been here before

The most important defender for Real Madrid, Portugal center half Pepe is not only used to playing Barcelona, he?s used to succeeding. At least, he?s used to experiencing as much success as anybody has against Bar?a, experience that should serve him and his teammates well on Wednesday. As Spain keeps Portugal?s defense under constant pressure, Pepe can help maintain the Seleccao?s organization, his teammates having the confidence of knowing he?s been there before.

The same effect can be seen in midfield, though the leader there is more unlikely. Raul Meireles served as one of the keys to Roberto Di Matteo?s conservative set up as Chelsea claimed Champions League. He may not be Portugal?s best midfielder, but he?s the one that?s actually been crucial to a team that?s beat a Spain-like attack.

Portugal has the talent and approach to thwart Spain, but they don?t have experiences getting it done. With Pepe and Meireles, they have two players who?ve successfully implemented the plan, if not for Portugal.

2. Cristiano

Portugal can beat Spain without Cristiano Ronaldo having a big day, though it would be a lot easier if he did. Having scored all the Portuguese goals in their last two wins, Ronaldo has shown he?s capable of carrying his team to the semifinals. He?s also left Paulo Bento in search of a Plan B.

Nani seems like the most likely understudy, especially if Portugal can get him behind Jordi Alba. Even though Nani?s been most effective this tournament when providing for Ronaldo, he?s still capable of getting goals, especially when Joao Moutinho?s providing for him.

Beyond that, set pieces are a possibility, but with Portugal unlikely to hold much of the ball, corners and restarts could be few and far between.

Portugal has built their team around Cristiano Ronaldo, so for better or worse, they?ll need him to have a big day if they?re going to get past Spain. Based on how Ronaldo?s played over the couple of weeks, there are worse places to be.

3. Staying back

Given Portugal?s strength on the wings, Vicente del Bosque has a choice to make regarding his fullbacks. As the tournament?s progressed, both Jordi Alba and Arvalo Arbeloa have been pushing forward with little regard with what goes on behind them. Against Ronaldo and Nani, it?s not a strategy del Bosque?s likely to be comfortable with, given his four years of risk aversion.

Del Bosque might be thankful for some middle ground. Keeping Arbeloa back isn?t that big a deal. He hasn?t contributed much in attack anyway. Alba, however, has improved with each game and provided an assist from the left against France. Keeping him back could have a much bigger effect.

It might not be an issue. Against the Netherlands and Germany, Nani often played very deep on the right ? much deeper than Ronaldo?s corresponding position on the left. If Portugal reveres Spain as much as they revered the Germans and Dutch, Nani won?t be asked to pin Alba back. Instead, he?ll likely the one asked to run with the soon-to-be Barcelona left back.

4. Patience

And if Spain?s not going to release their fullbacks, Portugal?s going to be very difficult to break down. But if we?ve learned anything about Spain, it?s that they will break you down. Just give them time. All the 1-0s in South Africa attest to that, with the world champions needing extra time to convert their dominance over the Dutch into the 2010 World Cup.

It may take as long to get past Portugal, but Spain needs to stay patient. That doesn?t mean they should refrain from diversifying their attack by using Jesus Navas, Santi Cazorla, Fernando Llorente ? they definitely should do all those things. Along the way, they should remember that it took them 63 minutes to get their goal against Portugal in South Africa. They should remember that?s not uncommon.

For all the danger Portugal presents, they?re not better than the German team Spain dominated in the 2010 semifinals. Spain needed 73 minutes to break through them. Portugal?s not better than the Dutch team Spain dominated in the final. It look La Roja 116 minutes to get that goal.

(AP) ? Playoffs and tournaments long have determined champions of every college sport from baseball to bowling.

The exception was major college football.

That ended Tuesday. Come 2014, the BCS is dead.

A committee of university presidents approved a plan for a four-team playoff put forward by commissioners of the top football conferences.

For years, the decision-makers had balked at any type of playoff because they said it would diminish the importance of the regular season. If only two teams had a chance to win a championship in the postseason, even one loss could be too many. That made for some very high stakes regular-season games. As recently as 2008, Southeastern Conference Commissioner Mike Slive proposed the type of plan adopted Tuesday, and it was quickly shot down.

Four years later, minds changed. The 12 university presidents stood shoulder to shoulder on a stage at a news conference in a posh hotel in the nation's capital and delivered the news.

"It's a great day for college football," BCS Executive Director Bill Hancock said. "As soon as the commissioners realized they could do this and protect the regular season, the light went on for everybody."

The move completes a six-month process for the commissioners, who have been working on a new way to determine a major college football champion after years of griping from fans. The latest configuration is certain to make even more money for the schools than the old system ? and not satisfy everyone.

"There were differences of views," said Virginia Tech President Charles Steger, who headed the BCS presidential oversight committee. "I think it would be a serious mistake to assume it was a rubber stamp."

Nebraska Chancellor Harvey Perlman was the most notable holdout. He had said he preferred the status quo or a tweak of the Bowl Championship Series. Perlman said the playoff still wouldn't be his first choice, but he was not going to stand in the way of progress.

"This is the package that was put forth and we will strongly support it," he said.

Instead of simply matching the nation's No. 1 and No. 2 teams in a title game after the regular season, the way the BCS has done since 1998, the new format will create a pair of national semifinals.

Many college football fans have been clamoring for a playoff for years, and the BCS has been a constant target for criticism. Lawmakers have railed against it. A political action committee was formed, dedicated to its destruction. The Justice Department looked into whether it broke antitrust laws. Even President Obama said he wanted a playoff.

Now it's a reality.

No. 1 will play No. 4, and No. 2 will play No. 3 on Dec. 31 and/or Jan. 1. The sites of those games will rotate among the four current BCS bowls ? Rose, Orange, Fiesta and Sugar ? and two more to be determined. One of the new sites will likely be wherever the newly formed bowl created by the SEC and Big 12 is played, Slive said.

The Cotton Bowl, played at the $1.1 billion Cowboys Stadium in Arlington, Texas, has long wanted to be part of the BCS and is expected to make a strong push to be in the semifinal rotation.

The winners of the semis will advance to the championship on the first Monday in January that is six or more days after the last semifinal. The first "Championship Monday," as it was called in the BCS release, is set for Jan. 12, 2015.

The site of the title game will move around the way the Super Bowl does, with cities bidding for the right to host.

The teams will be selected by a committee, similar to the way the NCAA basketball tournament field is set. The men's tournament has 68 teams, and 37 at-large bids.

The football committee will have a much tougher task, trying to whittle the field down to four. This season, 125 schools will play at the highest level of college football.

Among the factors the committee will consider are won-loss record, strength of schedule, head-to-head results and whether a team is a conference champion. The selection committee will also play a part in creating matchups for the games at the four sites that do not hold a semifinal in a given year.

"I think it's tremendous progress," Washington State coach Mike Leach, a playoff proponent, said in a telephone interview. "Five years ago there wasn't even dialogue about a playoff. Instead of diving in the water, they dipped their toes in. I think it's' going to be ridiculously exciting and it's going to generate a bunch of money. I wish they dived in."

The BCS had given automatic qualifying status to six conferences, the SEC, Big Ten, Big 12, Atlantic Coast Conference, Pac-12 and Big East. That allowed those leagues better access to the big, high-payout games than the other five conferences, such as the Mountain West and Conference USA.

Automatically qualified status is gone and the commissioners believe the new system will create more interesting games beyond the ones that determine the national title.

"What the system now is, several semifinals, championship game and some access bowls. By creating a couple of access bowls, people will be able to play high-quality opponents in big venues with big brands," Big Ten Commissioner Jim Delany said.

No one has put a hard number on it yet, but this new format figures to more than double the TV revenue of the current BCS and Rose Bowl contracts. Those pay out about $155 million annually.

The commissioners want to lock in this format for 12 years with a television partner. The current four-year BCS deal with ESPN runs through the 2013 season. The new format will be presented to potential TV partners in the fall, starting with ESPN.

"I think we have found what we think is the right place and it stabilizes the postseason for a length of time that I think is healthy for the game," said Slive, whose members have won the last six BCS championships.

There are still some details to work out ? such as who will be on the committee and what new bowls will be involved in the semifinal rotation ? but all the decision-makers are on board.

Lower divisions of college football already have a playoff, but the highest level has always used bowls and polls to determine its champion. Those days are coming to an end.

"We believe this new format will be good for student-athletes, for the alumni and for our institutions," Steger said. "It's a best of both worlds result. It captures the excitement of the playoff while protecting the regular season."

AP Exclusive: Al-Qaida trains Norwegian to attack

(AP) ? A Norwegian man has received terrorist training from al-Qaida's offshoot in Yemen and is awaiting orders to carry out an attack on the West, officials from three European security agencies told The Associated Press on Monday.

Western intelligence officials have long feared such a scenario ? a convert to Islam who is trained in terrorist methods and can blend in easily in Europe and the United States, traveling without visa restrictions.

Officials from three European security agencies confirmed Monday the man is "operational," meaning he has completed his training and is about to receive a target. All spoke on condition of anonymity because they were not authorized to discuss the case publicly. They declined to name the man, who has not been accused of a crime.

"We believe he is operational and he is probably about to get his target," one security official said. "And that target is probably in the West."

A security official in a second European country confirmed the information, adding: "From what I understand, a specific target has not been established."

European security services, including in Norway, have warned in recent years of homegrown, radicalized Muslims traveling to terror training camps in conflict zones. Many of the known cases involve young men with family roots in Muslim countries.

But the latest case involves a man in his 30s with no immigrant background, the officials said. After converting to Islam in 2008, he quickly became radicalized and traveled to Yemen to receive terror training, one of the officials said. The man spent "some months" in Yemen and is still believed to be there, he said.

The official said the man has no criminal record, which would also make him an ideal recruit for al-Qaida.

"Not even a parking ticket," he said. "He's completely clean and he can travel anywhere."

The official would not specify what preventive measures were being taken but said "there is a well-established relationship between Western security services, and they share the information needed to prevent terrorism."

The officials declined to specify what makes them think the man is operational.

Signs that a would-be jihadist is ready for an attack could include the creation of so-called martyrdom videos for release online in conjunction with an attack, or an abrupt cutoff of communication and contacts with peers to avoid detection.

The man has not been accused of a crime in Norway, where traveling abroad to attend terror training camps is not a crime per se. In many European countries, suspects are not named unless they have been formally charged with a crime.

Yemeni military officials said they had information on Europeans training with al-Qaida in the southern part of the country but that they weren't aware of a Norwegian being among them. They spoke on condition of anonymity because they were not authorized to speak to the media.

CIA and FBI officials in the U.S. declined to comment on the AP report.

Trond Hugubakken, a spokesman for Norway's PST security service, also declined to comment on the case. He referred to a PST security assessment in February, which highlighted that "several" Islamic extremists have traveled from Norway to conflict zones to attend training camps.

Hugubakken acknowledged that converts who turn to violent extremism pose a particular challenge.

"Converts will have a different level of cover, especially if they have no criminal record," he said, adding that most Muslim converts do not turn to extremism.

There are several examples in Europe and the U.S. of converts linked to terror plots, from failed shoe-bomber Richard Reid, a British convert, to a Pennsylvania woman dubbed "Jihad Jane," who pleaded guilty last year to charges that she plotted to kill a Swedish cartoonist who caricatured Islam's Prophet Muhammad.

Norway saw the first convictions under its anti-terror laws this year when two men were given prison terms in January for plotting to attack a Danish newspaper that also had caricatured the Prophet Muhammad.

In March, Mullah Krekar, a radical Iraqi-born cleric who came to Norway as a refugee, was sentenced to five years in prison for making death threats against Norwegian officials and three Kurdish men he claimed had insulted Islam.

But Norway's most serious attacks happened last year at the hands of a right-wing, anti-Muslim extremist, Anders Behring Breivik, who admitted to killing 77 people in a bombing-and-shooting massacre on July 22. The self-styled militant's trial ended last week with conflicting claims about whether he is criminally insane. A verdict has been set for Aug. 24.

Machine Gun Kelly Reps For The Underdogs In 'Invincible' Video

'The main focus was to continue to encourage the underdog, which is what I've always been good at,' MGK tells MTV News.

Machine Gun Kelly relishes the underdog role. In 2010 he fought to catch hip-hop's attention with his Lace Up mixtape, and last year he signed with Diddy's Bad Boy Records. But still he raps as if the world is against him, and maybe it is, so in his new video for "Invincible" MGK continues to rep for the misfits.

"The main focus was to basically just continue to encourage the underdog, which is what I've always been good at," Kells told MTV News during the "Invincible" video shoot.

The video, which dropped last week on Vevo, tells a number of different stories. MGK himself stars in one storyline that sees him rushing to the hospital to be by the side of his daughter, who is sick. The scene is loosely based on his life. "It's basically a play off of real-life situations that I've been involved in," he said.

The entire video tells the stories of people from all walks of life who fight adversity. There is a couple in distress because they are unable to get pregnant; another storyline involves a young man who unfairly gets beaten down by a number of attackers. The odds are clearly not in his favor, but still he fights on.

The fact is that in the past year, MGK has racked up a considerable number of wins; still, he remains the same. Rather than let his rising star go to his head, the Cleveland spitter stays as connected to his roots as humanly possible, and his fans love him for it.
